Project Tasks (full scope based on the official 20-page ТЗ):

1. Create a completely new website under domain www.fsa.gov.kg representing the Service in the internet with a modern, positive, and professional image.
2. Design requirements:
   • Modern business style (“современный, деловой”).
   • Main color: blue or its shades #3c8dbc (background + accents).
   • Abstract patterns, gradients, or clean illustrations for freshness and clarity.
   • Provide unique design (3 variants for approval).
   • Fully responsive/adaptive (mobile-first).
   • Header: logo (link to home), organization name, collage image, main menu, language switcher.
   • Clear navigation: top menu + side menu (where needed).
3. Structure & Navigation (exact as per ТЗ, expandable):
   • Homepage: Slider with latest news, blocks “Directions of Activity”, interactive map of pawnshops (ломбарды) across Kyrgyzstan, “Reports” & “ПРАФО” blocks, gallery, events calendar, list of related government sites.
   • About the Service (О ГОСФИННАДЗОРЕ): Management, Structure, Legal Basis, Vacancies, Public Council, Activity Reports, Anti-Corruption, Anti-Money Laundering, Gallery, PRAFO (sub: News, Tenders, Plans, Reports).
   • Activity (Деятельность): Securities Market, Insurance, Pension System, Accounting/Audit, Pawnshops, Lotteries, Licensing/Permits, Attestations/Exams, Virtual Assets, Gambling + news and normative documents per sector.
   • Legislation (Законодательство): Filterable table (by document type, sector, title, dates) with downloadable files.
   • News: 10 latest + pagination; category filtering.
   • Registers (Реестры): Searchable database of licensed organizations with full info.
   • Feedback & Contacts: Form + full contact info + map.
   • Language switcher: Kyrgyz / Russian / English on every page (3 identical versions).
4. Content & CMS:
   • Modern CMS with intuitive Windows-style admin panel (no coding needed for editors).
   • All pages dynamic (from database).
   • Easy add/edit/delete of static/dynamic content, hidden drafts, user management (Editor + Administrator roles).
   • Contractor migrates all materials from old site (including other languages).
   • Content provided by client in Word + JPG; contractor does HTML processing.
5. Functional requirements:
   • Interactive pawnshop map on homepage (clickable regions, list of licensed pawnshops).
   • Searchable registers with filters.
   • Downloadable documents (legislation, reports).
   • News with categories and full-text pages.
   • Feedback form (sends to corporate email).
   • CAPTCHA protection.
   • RSS for news (optional).
6. Technical & Security requirements:
   • Valid HTML5/CSS, cross-browser, fast loading.
   • Data stored in relational DBMS; files on server.
   • Role-based access: Visitors (public), Editor, Administrator.
   • Strong passwords (min 8 chars, complexity), auto-generated + forced change on first login.
   • Automated backups (at least once a year or via hosting).
   • Hosting/server setup on contractor side, then move to main domain + backup of old site.
   • Client-side: modern browsers + JavaScript/Flash/cookies support.
7. Project Stages & Delivery (exactly as per ТЗ Table 1):
   1. Development of Technical Specification.
   2. Unique design creation + demo on test domain (Russian version).
   3. Intermediate approval of design/structure/functionality (without content).
   4. Creation of adaptive (mobile) version.
   5. Full content migration from old site (all languages).
   6. Move to main domain fsa.gov.kg, hosting/server setup, old site backup.
   7. Staff training on site management.
8. Acceptance & Support:
   • Turnkey delivery with act of acceptance.
   • Mandatory training for client staff (editors + administrator).
   • Contractor provides all source code and access.
